Eugen Systems is a video game developer mainly developing strategy games for the PC. They created the Act of War Franchise published by Atari Inc. and GFI Russia (consisting of two games Act of War: Direct Action released in 2005, and Act of War: High Treason released in 2006).

Eugen is also the developer of lesser known games Times of Conflict, released in December of 2000, and The Gladiators: Galactic Circus Games released in October of 2002.

In 2010 they released R. U. S. E. for PC and consoles, followed in 2012 by the PC exclusive Wargame: European Escalation.
